In-Country Value (ICV) measures how much of your business stays in the UAE. It started with ADNOC in 2018 and is now the UAE's National ICV Program, run by the Ministry of Industry and Advanced Technology (MoIAT). We plan your score before the audit and manage it all year.
Who needs an ICV certificate
The National ICV Program covers federal government entities and ministries, major national companies, and the governments of a growing number of emirates. They weigh your certified ICV score in tender evaluation, next to price and technical. EPC and main contractors carry ICV commitments on their projects and pass the requirement down to their subcontractors and suppliers.
How the score is built
Under the current MoIAT formula, your score combines:
- Local content (up to 50 points): spend with UAE suppliers, weighted by their own ICV, plus local payroll.
- Investment (up to 25 points): UAE fixed assets, with a top-up for larger investment.
- Emiratisation (up to 15 points): Emirati payroll.
- Expatriate contribution (up to 10 points).
- Bonus points: for example exports, growth in UAE investment and, depending on company type, sustainability or Industry 4.0 evidence.
The score is calculated from audited financials and certified once a year by a MoIAT-authorized certifying body. Official MoIAT information.
Why plan it, not just certify it
Most companies discover their score once a year, when it is too late to change it. The same supplier spend, hiring and investment decisions made earlier in the year can add points. Managing ICV monthly turns it from a surprise into a plan.

Questions we are asked
Is ICV only for ADNOC suppliers?
No. ICV started with ADNOC and is now a national program covering federal entities, major national companies and several emirate governments, and their main contractors pass it down the supply chain.
Who issues the ICV certificate?
Only MoIAT-authorized certifying bodies issue ICV certificates, based on your audited financial statements. Consultants and calculators give indicative scores.
Is your calculator score official?
No. It applies the published formula logic to the figures you enter and shows an indicative score and the points still available. Only a certificate from an authorized certifying body is official.
Can we improve our score during the year?
Yes. Supplier choices, Emirati hiring, UAE investment and evidence for bonus points made during the financial year flow into the next certificate. That is why we plan monthly.
What does an ICV consultant do?
Plans your ICV score during the year, prepares the certification file with you and the certifying body, and tracks your certificate dates so you're never without one. An ICV consultant does not issue the certificate; only MoIAT-authorized certifying bodies do.
How long does ICV certification take?
It depends on when your audited financial statements are ready and on the certifying body's schedule. Preparing the file during the year shortens it.
What happens if my ICV certificate expires?
In ADNOC tenders, your ICV counts as zero until a new certificate is issued. That's why we track expiry dates and start renewal early.
