First, what is being judged
ADNOC prequalifies suppliers product group by product group. The reviewer asks one question: does this company prove it can manufacture or deliver this specific item, to the required standard? Everything in the dossier should answer that question for that group.
The most common reasons for rejection
- Wrong product group. The company applies for a group that doesn't match what it actually makes, or applies too broadly. Start with an honest product-group mapping.
- Evidence that proves the company, not the product. A general company brochure doesn't prove you make a specific valve class or chemical grade. Reviewers want product-specific evidence.
- Missing certifications and approvals. Quality management, relevant product standards, test reports and third-party approvals where the group requires them.
- Weak references. No proof of past supply of similar items, or references the reviewer cannot connect to the product.
- Documents not in English. Untranslated certificates and test reports slow everything down.
- A file that is hard to review. Generic file names, the key information buried on page 40, documents uploaded in the wrong place.
- Unanswered queries. A dossier can be close to approval and still lapse because a clarification went unanswered.
Getting the file right
A file that passes is mapped to the right product group, proves each requirement with the right evidence, and is followed up quickly. That is the work we do for our clients. See how we prepare prequalification dossiers.
For agents and international principals
When a UAE agent prequalifies a foreign manufacturer, the manufacturer's technical evidence carries the file. The agent's job is to get it complete, translated, organized and followed up. That is where most of our prequalification work sits.
The approval decision is always ADNOC's. A clean, well-mapped file is what gives it the best chance. See how we prepare prequalification dossiers.
Questions we are asked
Is ADNOC prequalification done per product?
It is done per product group. A supplier of several product groups prepares evidence for each.
Can I reapply after a rejection?
Usually yes, once the gaps are fixed. Understanding exactly why the file was rejected is the first step.
Does prequalification guarantee tenders?
No. It means you can be invited to bid for that product group. Price, technical offer and ICV then decide awards.
